Who we are supporting

The NATO Joint Warfare Centre (JWC), located in Stavanger, Norway, is NATO’s premier centre for joint operational and strategic-level collective training and warfare development. As part of the NATO Command Structure and reporting to Supreme Allied Commander Transformation (SACT), the JWC directly supports both SACT and Supreme Allied Commander Europe (SACEUR) by strengthening the operational readiness, interoperability, and effectiveness of NATO Command and Force Structure Headquarters. Through its multinational workforce, the Centre plays a critical role in preparing the Alliance for current and emerging security challenges.

The department we are supporting is responsible for the planning, preparation, and execution of operational and strategic-level exercises and training activities, while integrating warfare development, experimentation, concept development, and lessons learned into NATO's training programmes. By delivering technologically integrated, multi-domain exercises and maintaining joint doctrine and standards, the JWC enhances NATO's decision-making capabilities, interoperability, and warfighting readiness, ensuring the Alliance remains prepared to respond effectively across the full spectrum of military operations.

Role Background

This role sits within the engineering team responsible for maintaining and modernising NEC CCIS, a NATO-owned Air Command and Control (Air C2) system used across more than 30 sites within the NATO Command and Force Structure. The successful candidate will work across the full client/server stack, with particular focus on the system's web-based Geographic Information System (GIS) capability, supporting the System Support Centre's ongoing modernisation effort.

Role Duties and Responsibilities

  • Maintain and extend the existing NEC CCIS client/server solution using Java (EE), JavaScript, HTML, and CSS
  • Deliver full-stack development for the web client, with particular focus on the web-based GIS
  • Develop supporting server-side functionality in Java EE, including interfaces to external systems using specified protocols and formats
  • Write and maintain unit tests and automated tests for web applications
  • Extend existing ExtJS components, or develop new ones, to meet requirements not covered by the framework

Essential Skills, Experience and Certifications

  • Minimum 5 years' experience with Java and Java EE
  • Minimum 5 years' experience with general web technologies (HTML5, CSS/SASS, JavaScript, WebSockets) and web user interaction paradigms
  • SFIA experience level 3; NATO Standardised Language Profile (SLP) 3333 (functional professional English)
  • Preferred: experience with ExtJS, LuciadRIA, React/Next.js, GIS applications, or containerised application deployment

  • NEC CCIS System Support Centre, Kolsås, Bærum, Norway (approx. 20km west of Oslo).

  • Occasional short-term tasked travel may be required in support of the NEC CCIS mission.

Security Clearance

  • Valid National or NATO Secret personal security clearance
